This change follows growing concerns about hate speech and religious discrimination in the U.S. and abroad. The agency clarified that antisemitic acts—such as promoting hate speech against Jewish people, participating in extremist groups, or engaging in violent behavior—may reflect negatively on an applicant’s moral character.

USCIS emphasized that all individuals applying for immigration benefits must demonstrate good moral character, especially those applying for naturalization. This move aims to strengthen the U.S. commitment to human rights and the protection of religious minorities.

Immigration lawyers recommend that applicants ensure their digital and personal histories are free from hate-related behavior, as this may now be reviewed more closely.
