

As a result of the sixth meeting of the Armenia–EU Partnership Council, a joint statement was adopted, as reported by the MFA’s press service. The Partnership Council highlighted the significant milestone in the Armenia–EU relationship, reaffirmed shared values, and adopted a new 'Armenia–EU Partnership Strategic Agenda'—defining ambitious cooperation priorities and marking a major phase in the deepening and development of bilateral relations. Both sides noted the importance of the Armenia–EU Summit planned for May 2026 as another milestone in strengthening the bilateral partnership. The EU welcomed the historic milestone recorded at the Peace Summit in Washington in August of this year, including the initialling of the agreement on the peace and establishment of inter-state relations between the Republic of Armenia and the Republic of Azerbaijan. The EU reaffirmed its strong support for further strengthening and institutionalizing peace between Armenia and Azerbaijan. The two sides emphasised the humanitarian component of reconciliation efforts, and Armenia expressed its gratitude to the EU for increased support for demining. Armenia welcomed the EU’s willingness to boost regional interconnectedness. The two sides agreed to deepen cooperation through the EU’s Global Gateway initiative and the cross-regional connectivity agenda, aligned with Armenia’s 'Peace Crossroads' initiative. Armenia and the EU welcomed the ratification of the agreement on the framework for Armenia’s participation in EU crisis management operations, which opens new opportunities for deeper and more active cooperation in international crisis management missions. They welcomed progress in visa liberalisation dialogues; they also welcomed the official handover on 5 November 2025 of the Visa Liberalisation Action Plan as an important milestone toward visa-free travel. Armenia and the EU reaffirm their commitment to human rights, the rule of law, and democratic values. The EU reaffirmed its steadfast support for Armenia’s comprehensive political and economic reform agenda, as well as Armenia’s efforts to counter hybrid threats. The Partnership Council reviewed the implementation of the Comprehensive and Enhanced Partnership Agreement (CEPA), noting Armenia’s continued commitment, recorded progress, and encouraging the consistent implementation of the ambitious reform agenda. The newly adopted Strategic Agenda will serve as a strong driver to unlock the full potential of CEPA. Armenia and the EU welcomed progress achieved through the €270 million 'Resilience and Growth' program and discussed further opportunities for investments under the Global Gateway framework. They also welcomed the launch of a high-level political dialogue. The two sides also discussed ways to expand investments in key strategic areas of the partnership, inclusive regional connectivity, economic diversification and trade, digital and green transition, energy security and climate cooperation. They agreed to work together to significantly increase and facilitate diversification of Armenia’s export structure, including new product exports to the EU market, and to deepen cooperation within the Energy Community and between Armenia and the Union. The EU positively noted Armenia’s Parliament’s adoption on 26 March 2025 of the law 'On the Process of Armenia’s Accession to the European Union,' underscoring that this step demonstrates Armenia’s commitment to shared European values and deeper integration with the Union. The European Union reaffirmed its principled position on Russia’s aggression against Ukraine. Both sides welcomed ongoing efforts to end hostilities in Ukraine and to achieve a just and lasting peace. The Partnership Council meeting was chaired by Armenian Foreign Minister Ararat Mirzoyan. The EU delegation was led by the EU High Representative for Foreign Affairs and Security Policy, with the participation of EU Commissioner for Enlargement Marta Kosí.
