This is stated in a Monday letter addressed to EU leaders, according to Reuters. In the document, von der Leyen stresses Ukraine's financing needs for 2026 and 2027 as particularly urgent: 83.4 billion euros for financing the Ukrainian army and 55.2 billion euros for stabilizing the economy and eliminating the budget deficit. The European Commission has proposed three options to fill the gap: 90 billion euros in the form of bilateral investments by member states. The aid would be provided as non-repayable grants and would be accounted for in the member state's national budget, including the related interest payments. 90 billion euros – a joint debt. The interest would be covered either by national guarantees or by the alliance's common budget. And 140 billion euros in the form of compensation loans based on frozen Russian assets. Kyiv would repay the loan only after Moscow agrees to compensate for the damage. The agency reports that von der Leyen stressed that a decision should be made at the EU summit, to be held December 18–19. On November 14, reporters suggested that Hungary and Slovakia could block the seizure of Russian frozen assets used to finance Kyiv due to a corruption scandal in Ukraine. According to media reports, European politicians fear that potential aid could end up in the wrong hands.
