

YEREVAN, November 12. /ARKA/. Armenia plans to raise the state fee for issuing a license to manufacture in the heavy industry sector from the current 29-fold base rate to 55-fold. The National Assembly of Armenia, at its Wednesday session, approved in the first reading an amendment to the Law on State Fees. In particular, the government has drafted a bill to stimulate the heavy industry and regulate domestic trade in strategically important goods, in particular ferrous metals. To support domestic production and the processing of scrap metal, a ban has been introduced on the export of scrap and wastes of ferrous and nonferrous metals, and the export of low value-added products has also been restricted. Representatives of the parliament and the government assure that these measures will not harm the investment sector and are aimed at preserving jobs and developing local enterprises. At present, three heavy industry facilities are operating in the country, with the opening of a fourth expected by the end of the year. According to the Armenian Ministry of Economy, in 2023 around 240 thousand tonnes of products were produced in the heavy industry sector, in 2024 — 251 thousand tonnes, and in the first nine months of 2025 — 231 thousand tonnes, with imports of 130 thousand tonnes of products in 2025.
