Specifically, on April 30, 2021, a paid-for services contract was signed between the Yerevan Metro and the other individuals, according to which these persons were to carry out wagon repair and modernization works at the Metro depot. For the performance of these works, a total of 20,710,000 drams was transferred to eight individuals. During the pre-trial investigation, it was established that the eight-person group was formed by the Metro's former chief engineer, and that they were not Metro employees and had no prior involvement with wagon repairs or overhaul works. Under these circumstances, in order to conceal the fact that the wagon repair works were not performed by these individuals, the former chief engineer assured the Metro's responsible staff that the said individuals were to visit the depot and perform the works after the end of the main workers' shift, i.e., after 18:00. However, these persons did not come and did not perform any work, yet they received the payments provided for under the service contract. Thus, using his position and influence in the CJSC, the former Metro chief engineer, in collusion with eight individuals, embezzled from the Metro a particularly large amount: 20,710,000 drams. A public criminal proceeding has been initiated against the former chief engineer under Article 255, Part 3, Clause 3 (fraud committed in an especially large amount), and against the eight individuals under Article 255, Part 2, Clauses 1 and 3 (fraud committed by a group of persons with prior agreement in a large amount). A manhunt has been announced for the former chief engineer; he has been remanded in custody as a preventive measure. During the pre-trial investigation, 5,047,000 drams of the damages caused to the state have been recovered, and a restraint has been placed on the property of six individuals for the amount of the damages attributed to their actions. The case against six individuals, with an indictment conclusion, has been forwarded to the supervising prosecutor.
