As a result of the ongoing Azerbaijani blockade, the problem of stray dogs remains unresolved in Artsakh (Nagorno-Karabakh). Moreover, from time to time there are reports of people becoming the targets of and even attacks by animals maddened by hunger. Four cases of dog attack were recorded in the Artsakh Police in the last week alone, and three cases—the previous week. Unable to keep them in homes, animals are released, and this is a serious threat to society. A resident of Artsakh capital Stepanakert noted that these stray dogs are hungry and enraged, which is a danger, first of all, for the children playing in the courtyards.
